The turnaround began in early 2023 when the Instituto Socioambiental brought satellite imagery of the road to the newly formed Lula administration. Within months, ICMBio launched an enforcement operation with IBAMA elite security agents, establishing a permanent control base on the Iriri River that physically blocked access. The Brazilian Federal Police now monitors the area using a combination of satellite imagery, deforestation-alert systems, and local reports. The illegal gold mine has had no activity since the operation began.
The impact on deforestation has been measurable. New illegal road openings in Xingu Basin municipalities fell sharply between 2022-2023 and have remained stable. IBAMA has hired 831 new enforcement agents since 2023, with 560 more requested, and launched the FortFisc programme with a budget of 825.7 million reais ($159 million) for remote monitoring and operational resources. The broader enforcement strategy has contributed to halving Amazon deforestation during the period, a trend confirmed by MapBiomas.
Despite the gains, the situation remains fragile. Indigenous territories such as Trincheira Bacaja and Apyterewa face renewed attacks from illegal miners, and mercury contamination is spreading through streams feeding the Iriri and Xingu rivers. Researchers note that illegal mining operations have become more sophisticated, with near-industrial technology for excavation and processing.
For the earth observation community, the story illustrates a powerful case study: satellite monitoring systems are most effective when paired with political will and on-the-ground enforcement. The combination of near-real-time deforestation alerts from systems like Imazon's SAD and Brazil's DETER with rapid government response created conditions for forest recovery that monitoring alone could not achieve.
