The functional area, defined by the pirarucu's home range during floods, was 36 times larger. And the incidental protection of adjacent upland forests was nearly 40 times larger. In total, each community protected an area roughly 86 times the size of the lakes they formally manage.
What the research asks
Community-based conservation is widely praised but rarely measured in terms of its full ecosystem footprint. When a rural community in the Amazon guards a lake for fishing, how much surrounding forest, carbon stock, and biodiversity do they effectively protect? And at what real cost to that community, who currently receive nothing for the conservation services they provide? This study set out to quantify the spillover effects of community fisheries management in the Brazilian Amazon, measuring both the ecological multiplier and the financial burden on the communities themselves.
What it finds
Fourteen rural communities along the Juruá River in the Brazilian Amazon guard 96 oxbow lakes year-round, protecting the pirarucu (Arapaima gigas) fishery. While the directly protected lake area averaged 305 hectares per community, the effectively protected floodplain area was 7.7 times larger. The functional area, defined by the pirarucu's home range during floods, was 36 times larger. And the incidental protection of adjacent upland forests, closed off because the community-controlled floodplain blocks the only access route, was nearly 40 times larger. In total, each community protected an area roughly 86 times the size of the lakes they formally manage.
Communities absorbed all the costs themselves, at US$0.95 per hectare per year. This covered fuel, food, and butane gas for patrols, but not a single dollar for labour. Surveillance represented 32% of total fisheries management costs and reduced net community income by 21%. The researchers modelled what a fair payment system would look like: at local daily wage rates, protecting the same area would cost US$5.30 per hectare per year. Scaling up to the entire state of Amazonas, where more than 400 communities manage floodplain fisheries, would cost US$50 to 90 million annually and protect roughly 15 million hectares.
The pirarucu population itself has responded dramatically. The community management system has produced a 425% increase in adult pirarucu along the Juruá River, generating both food security and income from sustainable harvest quotas.
Why it matters
This paper makes a powerful case that community-based conservation delivers far more than it is credited for. The 86x multiplier between formal protection and actual ecosystem footprint means standard metrics massively undervalue what communities achieve. When a company or government invests in community fisheries management, they are also getting free forest protection, carbon storage, and biodiversity conservation on an area nearly two orders of magnitude larger than the lakes themselves.
This connects directly to Payment for Ecosystem Services (PES) and carbon credit markets. The paper demonstrates that Amazonian communities meet all six criteria for successful PES: demand for ecosystem services, evidence-based baselines, clear property rights, strong local governance, robust monitoring, and financial sustainability potential. The missing piece is compensation. Communities currently subsidise global conservation with their unpaid labour.
For Earth's audience, this research reinforces the importance of including community monitoring data in MRV platforms. The communities are already collecting patrol data, counting fish, and enforcing rules. Integrating this ground-level information with satellite observations would create a more complete picture of conservation impact and strengthen the case for compensating communities fairly.
